This Screencast will give you an introduction to the Widgets page in the Design tab

Widgets are blocks of content that make up your sidebar or sidebars depending on the Theme you are using. To re-arrange the order of sidebar Widgets click and drag them then press Save.

Adding plugins will add more widgets. Explore more widgets on the Wordpress website right here.
